Since the mid 1980s the European Commission has been present in Afghanistan. In 2005 the EU and Afghanistan adopted a Joint Declaration which outlined increased co-operation, based on Afghan ownership, across a range of areas. The EU further developed the cooperation with Afghanistan with the Council conclusion of October 2009 entitled “Strengthening EU Action in Afghanistan and Pakistan”.
Afghanistan did not requested assistance from UNSCR 1540 committee, but has affirmed his support on the effective implementation of Security Council resolution 1540 to prevent the proliferation of WMD.
