Azerbaijan
Relations between the EU and Azerbaijan are governed by the Partnership and Cooperation Agreement signed between the two sides in 1996 and entered into force in 1999. More recently, EU-Azerbaijan relations were extended by the European Neighbourhood Policy of which Azerbaijan became a part in 2004, and by a Memorandum of Understanding which was signed in November 2006 with the aim of establishing a partnership in the field of energy. Azerbaijan is a beneficiary in several cooperation programmes with the EU, including the National Indicative Programme 2007-2010. EU and Azerbaijan are currently negotiating an Assosication Agreement to succeed the PCA.
Azerbaijan is a member of the United Nations, the Council of Europe and the NATO Partnership for Peace programme, and has expressed its intention to further cooperate with NATO by implementing the Prague initiatives (Partnership Action Plan against Terrorism and Individual Partnership Action Plan). It is also a founding member of the Organisation for the Prohibition of Chemical Weapons and is determined to contribute further to security and stability in the whole Euro-Atlantic area.
