Ukraine
Ukraine is a priority partner country within the European Neighbourhood Policy (ENP). The TACIS programme has been the framework for technical assistance since the early 1990s, supporting the transition process towards democracy and a market economy. A joint EU-Ukraine Action Plan was endorsed by the EU-Ukraine Cooperation Council on 21 February 2005. It is based on the Partnership and Co-operation Agreement (PCA) entered into force in 1998, and provides a comprehensive and ambitious framework for joint work with Ukraine, in all key areas of reform. Negotiations on a new enhanced agreement with Ukraine, which will be the successor agreement to the PCA, started in Brussels on March 5, 2007.
Ukraine is a signatory to the UNSCR 1540, though it has not made a request to the 1540 Committee for assistance. Nevertheless, the State Service of Export Control of Ukraine (SSECU) has specifically requested assistance in areas such as list review, with the aim of transition from the present multiple dual-use commodities control lists to the EU’s single list principle, legal review, with the aim of drafting recommendations for the implementation of the single control list into national legislation and licensing training, aiming at showing different approaches of implementation of a single control list principle in assessment of export applications.
