Iraq
The EU is committed, on close cooperation with other international donors, to bring security, stability and democracy to Iraq and has on several occasions, for example in its Commission Communication in 2004 and 2006 as well as in the Council Decision of December 2009, asserted that it supports Iraq both politically and economically. A notable milestone in EU – Iraq cooperation has been the drafting of the PCA, which is in the final stages of being established. It is to be mentioned that the EU has successfully insert a WMD clause in the above mentioned agreement, which will be the overarching framework constituting the legal basis for cooperation. The Agreement is expected to be signed in 2011.
Iraq directly approached the EU, expressing a high level of interest in the possibility of working cooperatively in the sphere of export control.
Iraq has requested assistance from the UNSCR 1540 committee (16 June 2010) in the areas such as border control equipment, enhancement and upgrade of container and cargo security in seaports, borders, improvement of existing licensing systems on export.
