Vietnam
Bilateral cooperation between the EU and Vietnam has been steadily growing, beginning in 1989 with a programme to support returning refugees, and expanding to support the country’s transition to a market economy. An Action Plan with Vietnam was signed in 2003, replaced by a Road Map in February 2005, which embeds the EU harmonisation and coordination process firmly in Government of Vietnam-led efforts. Most recently, in October 2010, a PCA between the EU and Vietnam was initiated by both sides. The PCA is expected to be officially signed and ratified in 2011.
In this spirit and having committed itself to fighting against the proliferation of WMD, Vietnam has requested assistance from the UNSCR 1540 Committee. More specifically, the General Department of Vietnam Customs has asked for assistance in enhancing its information gathering and exchange capacity as regards movements of WMD-related goods, in acquiring monitoring equipment, and in improving officers’ skills to detect and identify WMDs.
