Serbia
The relevance of Serbia as a partner country derives from its geographical location in South Eastern Europe, making it a neighbour of the EU, and its aspirations to join the EU. Serbia signed the Stabilization and Association Agreement (SAA) on 29 April 2008 as well as the Interim Agreement on Trade and Trade Related Issues. Moreover, the country has developed into a dependable and loyal partner in the fight against the proliferation of WMD and international terrorism. It shows high interest in cooperating with the EU in the field of export controls and has signed the WMD clause as part of the SAA.
In its three reports to the 1540 Committee (submitted in 2005, 2006 and 2008), Serbia requested technical and international expert assistance to improve its legislative, legal and administrative system in the sphere of non-proliferation, as well as to draft an action plan in order to implement UNSCR 1540. At the same time, Serbia’s participation in other cooperative participation programmes shows its willingness to work cooperatively with and to receive support among others, in enhancing its export controls system from the EU.
