EU-Outreach projects
The European Union - through its competent bodies - has mandated the Federal Office of Economics and Export Control (BAFA) with the implementation of two EU-outreach projects aiming at enhancing co-operation with third countries in the field of export control.
On this website you will find all relevant documents, links and additional material on these projects. As a tool for intra-project co-ordination we set up an experts' section on this site which provides EU-experts engaged in the implementation of the projects with information on organisational issues.

EU-Russia Cooperation Project
The EU-Russia Cooperation Project with a duration of three years and a very detailed agenda is focussing on EU co-operation with the Russian Federation. It is conducted through both, our local office in Moscow and the BAFA headquarter in Germany.
Project activities in the EU-Russia Cooperation Project cover all of the most central areas of export control in dual-use items. It is based on six fundamental pillars, including legislation, the licensing process as well as monitoring and follow-up tools, interagency co-ordination, industry outreach, sanctions and enforcement and finally practical support such as handbook writing and feasibility studies.
The GRANT / Pilot Project
The GRANT / Pilot Project co-operates with ten target countries on three continents: Albania, Bosnia and Herzegovina, PR China, Croatia, FYR of Macedonia, Montenegro, Morocco, Serbia, Urkraine and the United Arab Emirates. The project is modelled along the same lines and focuses on the same subject matters as the EU-Russia-Cooperation-Project. In this project, however, activities are designed to respond only to the most prominent needs of the respective target countries, which may vary substantially in contents and extent.
